EU Security Research Projects Awarded (15/11/2012)


No new security research contracts have been awarded during the past month.


The following FP7 Security Research projects will be completed shortly:

1. Digital and Innovative Technologies for Security and Efficiency of First responders operation (DITSEF)
DITSEF sought to increase the effectiveness and safety of first responders by improving information gathering and sharing among various command levels. DITSEF provided:
– self-organising, robust ad-hoc communications allowing communication between first responders and between them and their command level;
accurate novel 3D positioning in indoor environments;
– sensors that offer a reliable overview of a given situation and potential threats (explosives, chemicals, fire, etc.);
– an innovative hazardous materials identification system consisting of sensor-based visual elements, showing spatial features and thermal imagery overlaid on the direct perception of the first responder.

DITSEF was implemented by a team of 10 partners, including SMEs and large industries, research centres, technology providers, system integrators and end-users.

2. Emergency Management In Large Infrastructures (EMILI)
EMILI’s goal was to develop a new generation of data management and control systems, including simulation and training capabilities, for large critical infrastructures such as power grids and telecommunication systems, airports and railway systems, oil and gas pipelines. The project proposed a new approach to control the large infrastructures to improve their safety and security especially in case of emergencies and crises.

EMILI brought together leading research groups in operational and data management, complex event processing, reactivity, knowledge representation, and supervisory control and data acquisition (SCADA) with industrial partners offering use cases and know-how for SCADA in airports, public transport, and power grids.

1. Second Generation Locator FOR Urban Search And Rescue operations (SGL FOR USAR)
SGL FOR USAR focused on solving critical problems following large-scale structural collapses in urban locations. The project combined the integration of chemical and physical sensors with development of an open ICT platform to address the mobility and time-critical requirements of urban search and rescue operations. It also focused on medical issues and related ethical implications.

SGL for USAR was carried out by a pan-European, interdisciplinary project team of 21 partners which included rescue teams, research entities and SMEs.

The EP pushes for international ban on the use of killer robots

BRUSSELS – Members of the European Parliament (MEPs) are demanding a ban on weapons that have no “meaningful human control”.The resolution, passed overwhelmingly on 12 September by a majority of the MEPs (566)  is non-binding, however, on the 28 member states but is supported by Federica Mogherini, the EU’s policy chief for security and defence policy. She has already begun an international dialogue to try and bring the world into consensus as to the direction of autonomous warfare. The resolution notes that lethal autonomous weapons (LAWs) are machines without the ability or capacity to make human decisions and, as such, remote operators must take responsibility for life or death decisions.
