NEWLY AWARDED PROJECTS:

MARISA: Maritime Integrated Surveillance Awareness
Combating irregular migration, human smuggling, terrorism at sea, piracy, as well as arms and drug trafficking has become a high priority on Europe’s security agenda. Securing the sea requires day-to-day collaboration activities among European actors of maritime surveillance, Member States’ administrations and European agencies. A significant number of initiatives are being taken at the EU level to address this challenge. The large amount of ‘raw data’ available today are not usable by systems supporting maritime security since they are not simultaneously accessible and, often, they are not interoperable. The overarching goal of the MARISA project is to provide security communities operating at sea with a data fusion toolkit which makes available a suite of methods, techniques and modules that fuses data and information from different sources, including Internet and social networks, with the aim of improving information exchange, situational awareness, decision-making and reaction capabilities.

The proposed solution will provide mechanisms to get insights from any big data source, perform analysis of a variety of data based on geographical and spatial representation, use techniques to search for typical and new patterns that identify possible connections between events, and explore predictive analysis models to represent the effect of relationships of observed objects at sea.

FIRE-IN: Fire and Rescue Innovation Network
FIRE-IN has been designed to raise the security level of EU citizens by improving the national and European fire and rescue (FandR) capability development process. FIRE-IN addresses the concern that capability-driven research and innovation in this area needs much stronger guidance from practitioners and better exploitation of the technology potentially available. We argue that for this to be achieved, practitioners must coordinate more effectively on operational needs, on available research and innovation, on standardisation, and on testing, demonstration and training. Further, we claim the need for the development of a common research culture that is to be achieved by better cooperation between practitioner and research/industry organisations.

The overarching result of the project will be a proven process for organising FandR capability-driven research based on a wide practitioner and research and innovation network. The network will be linked at the cross-domain and cross-border level and will feed harmonised operational requirements (or challenges) into national and EU capability development, i.e. research, innovation, procurement and standardisation programmes.

SEDNA: Safe maritime operations under extreme conditions: the Arctic case
Maritime traffic in the Arctic region is rapidly increasing. But there has been a huge increase in marine casualties in this region due to its extremely harsh environment and the severe safety challenges for ships’ navigation teams.

SEDNA will develop an innovative and integrated risk-based approach to safe Arctic navigation, ship design and operation, to enable European maritime interests to confidently fully embrace the Arctic’s significant and growing shipping opportunities, while safeguarding its natural environment.

More specifically, SEDNA will create and demonstrate the improved safety outcomes of:

  1. The Safe Arctic Bridge, a human-centric operational environment for the ice-going ship bridge using augmented reality technology to provide improved situational awareness and decision making whilst enabling integration with new key information layers developed by the project using innovative big data management techniques.
  2. Integrated dynamic meteorological and oceanographic data with real time ship monitoring and ice movement predictions to provide reliable decision making for safe and efficient Arctic voyage optimisation.
  3. Anti-icing engineering solutions, using nature inspired approaches, to prevent ice formation on vessels, eliminating ice as a ship stability and working-environment hazard.
  4. Risk-based design framework to ensure that vessel design is connected to all key hazards of ship operation in the Arctic. The holistic treatment of the ship design, operating regime and environment will improve safety and minimise impact over the entire life cycle.
  5. A CEN Workshop Agreement on a process to systematically address safety during bunkering of methanol as a marine fuel along with safety zone guidance for three bunkering concepts: Truck to Ship, Shore to Ship and Ship to Ship.

To maximise impact, SEDNA will provide formal inputs to international regulatory regimes regarding regulation adaptation requirements for its safety solutions.

DARE: Dialogue About Radicalisation and Equality
DARE aims to significantly increase understanding of why and how young people become radicalised and our capacity to effectively counter radicalisation. It does this through integrating research, policy and practice objectives in a three stage process of: 1) critical review of existing knowledge, policy and interventions in radicalisation and counter-radicalisation; 2) generation of new empirical research on young people’s encounters with, and responses to, messages and agents of radicalisation; and 3) integration of research findings to develop, pilot and evaluate two educational toolkits and a de-radicalisation programme evaluation tool to enhance the effectiveness of counter-radicalisation interventions.

Through its focus on Islamist and anti-Islam(ist) radicalisation DARE addresses both ‘religious fundamentalism’ and ‘violence and hate crime’ dimensions of the topic call and explores how radicalisation processes interact to produce cumulative effects. It takes as its focus young people as a group that is targeted by recruiters and conventionally understood to be receptive to radicalism. It also places emphasis on gender dimensions of radicalisation.

DARE recognises that improving knowledge on radicalisation has urgent implications for societal security but contributes to the wider objectives of the ‘Reversing inequalities and promoting fairness’ call through recognising that social inequality and discrimination give rise to perceived injustice which may motivate engagement with radical ideologies and actions. DARE’s primary concern is to address the long term social roots and effects of radicalisation and to engage young people themselves in countering radicalisation through its, innovative, attention to non-radicalisation alongside radicalisation trajectories.

TITANIUM: Tools for the Investigation of Transactions in Underground Markets
TITANIUM will develop novel methods and technical solutions for investigating and mitigating illegitimate activities (relating to either crime or terrorism) involving virtual currencies and/or underground market transactions. Specifically, the project will:

* Establish a research and development environment that enables close and continuous collaboration between researchers, developers, legal experts, and law enforcement stakeholders in several European countries and regions

* Analyse legal and ethical requirements for tools and services, elicit technical requirements from LEA stakeholders, and establish a development ecosystem that ensures compliance with these requirements and supports the generation of court-proof evidence

* Implement tools for the automated aggregation of data from diverse sources, including the dark web, the surface web, and other sources and devices obtained through legal warrants, using multi-modal adaptive crawlers, stealth facilities, and smart filters

* Provide services for the simulation of criminal activities and the generation of synthetic data

* Investigate customizable heuristics, which can operate across different virtual currency transaction ledgers and identify clusters of addresses that are likely to belong to the same real-world entity

* Apply novel techniques based on machine-learning and deep neural networks for revealing patterns, detecting anomalies, and identifying tumblers and mixers used for money laundering

* Deploy forensics tools and services to partner LEAs and conduct Field Labs to assess the effectiveness, ethical and legal compliance, and overall impact of the results and to validate those results at technology readiness level (TRL) 6 or higher

* Prepare curricula and carry out training and joint exercises that will facilitate the take-up of TITANIUM technologies by LEAs across Europe

* Allow European SMEs and RTOs to develop cutting edge tools, to access LEA markets, and to strengthen European competitiveness.

The EP pushes for international ban on the use of killer robots

BRUSSELS – Members of the European Parliament (MEPs) are demanding a ban on weapons that have no “meaningful human control”.The resolution, passed overwhelmingly on 12 September by a majority of the MEPs (566)  is non-binding, however, on the 28 member states but is supported by Federica Mogherini, the EU’s policy chief for security and defence policy. She has already begun an international dialogue to try and bring the world into consensus as to the direction of autonomous warfare. The resolution notes that lethal autonomous weapons (LAWs) are machines without the ability or capacity to make human decisions and, as such, remote operators must take responsibility for life or death decisions.
